Background

The European Commission is proposing to amend Council Directive 92/43/EEC to adjust the protection status of the wolf (Canis lupus). This proposal follows the decision by the Standing Committee of the Bern Convention on December 6, 2024, to reclassify the wolf from 'strictly protected' (Appendix II) to 'protected' (Appendix III). Consequently, the amendment seeks to move the wolf from Annex IV to Annex V of the Habitats Directive, aligning EU legislation with the updated Bern Convention status.
