The Multiannual Financial Framework post-2027 – policy proposals from organised civil society

The upcoming Commission-proposal and subsequent negotiations surrounding the post-2027 Multiannual Financial Framework (MFF) will take place at a crucial moment of heightened tensions between the EU’s strategic objectives and the size and allocation of its budget.

The next MFF must give the EU the financial means it needs to fulfil its political priorities, including but not limited to those concerning decarbonisation, digitalisation, demographics, defence, research, migration, health, the European Pillar of Social Rights, cohesion and economic competitiveness.

An additional question arising for the next MFF is whether we should move towards the performance-based approach that has been the driving theme of the Recovery and Resilience Facility (RFF), which would have major implications for large programmes under shared management such as regional policy.
