Guidelines for the employment policies of the Member States

Summary

Pursuant to the Treaty on the Functioning of the European Union, Member States are to regard their economic policies and promote employment as a matter of common concern. Member States shall coordinate their action within the Council (Article 146). To this end, the Council, on a proposal from the Commission and after consulting the European Parliament, the Economic and Social Committee, the Committee of the Regions and the Employment Committee, adopts every year employment guidelines for the employment policies of the Member States.

The guidelines are to guide policy implementation in the Member States and in the Union, reflecting the interdependence between the Member States. The resulting set of coordinated European and national policies and reforms are to constitute an appropriate overall sustainable economic and employment policy mix, which should achieve positive spill over effects.
