Secure access to social and affordable housing for all
Millions of Europeans have no access to affordable or social housing, resulting in housing insecurity, financial strain and homelessness. Eurostat reports a staggering 47% increase in house prices across the EU from 2010 to 2022, with rents rising by 18% during the same period. This escalating crisis demands immediate action.
The European Economic and Social Committee (EESC) leads efforts to ensure that every citizen has a place to call home.
Affordable housing should always be considered a top priority for the EU. Over the years, we have worked on this topic through multiple opinions and conferences, highlighting the vital role housing plays in fostering social cohesion and community well-being. A home is more than just a shelter, it is a foundation for families and communities to grow and thrive. The EESC addresses crucial topics such as social housing, energy efficiency in buildings and the new European Bauhaus initiative in all its activities.
Our conference on the housing crisis in 2023 examined the housing conditions and needs of young people. The EESC recognises that youth organisations must have a voice in EU housing policies. This is why their demands are now integral to our initiatives on housing, reflecting the dreams and aspirations of the next generation.
Our demands shaped the Liège Declaration of March 2024, adopted at the European Conference of Housing Ministers under the Belgian Presidency of the Council.
The Declaration calls for a European New Deal for affordable and social housing, including the EESC’s recommendation to hold an annual EU summit on social and affordable housing, and for increased funds to finance affordable and sustainable housing across the EU.
Looking ahead
The European Investment Bank and the Development Bank of the Council of Europe have invited us to lead a dialogue on the future of the European housing finance system, setting the stage for a proposed EU fund for housing. We are actively developing a roadmap to turn this vision into reality.
While new opinions on affordable housing take shape, we remain steadfast in our advocacy for this issue through active participation in ministerial and high-level housing conferences. We stand firm in our mission to protect the rights of all Europeans to find stability, comfort and a true sense of belonging in their homes.
Given the current geopolitical situation, providing sustainable and affordable housing today and in the future is our top priority. Nowadays, stepping up the energy performance of buildings is also essential. Although housing is still a matter for the Member States, given the many challenges we must work together to find workable solutions that help people and businesses in need.Christa Schweng, EESC Member
