Concept note

Civil society, including philanthropy, is the cornerstone of our democratic and pluralistic societies. It contributes to solving societal issues in many ways. However, old and new barriers – especially when acting across borders and contributing to policy solutions – prevent the sector from unleashing its full potential. 

Our sector needs a level playing field including enabling frameworks and meaningful dialogue with policymakers. There are some promising policy developments at European level. These include initiatives adopted in the context of the Social Economy Action Plan such as the Commission Proposal for a Council recommendation on developing social economy framework conditions (including the papers on Relevant taxation frameworks for social economy entities and Non-discriminatory taxation of charitable organisations and their donors) and the related Council recommendation, and the European Commission Proposal to facilitate the cross-border activities of non-profit associations.  

Do these proposals deliver what is needed, and how can we ensure that they are fully and correctly implemented by the Member States? Is there a need for proposals similar to the one on non-profit associations for other civil society entities, such as foundations? How can we ensure a constructive dialogue with policymakers? 

We will seek to discuss these topics and questions with civil society and policymakers.
