Affordable Housing: Cohesion policy, Urban agenda and civil society

Cohesion policy, as the EU’s main investment tool for reducing regional disparities, has a crucial role to play in addressing the challenge of affordable housing. The policy’s place-based approach and multi-level governance model make it well-suited to tackle the diverse housing needs across EU regions.

The EESC’s opinion will serve as a contribution by organised civil society to the works of the Council of the EU and the other EU institutions. The European Parliament has  created a subcommittee on housing so that all issues of housing are discussed and more solutions are to be found.

The objective of this opinion is to propose ways to strengthen and expand cohesion policy’s role in promoting affordable and quality housing as a key factor for economic development, social inclusion and territorial cohesion. This aligns with the policy’s evolving focus on addressing long-term structural challenges and adapting to future needs, as outlined in the report Forging a Sustainable Future Together.
