Securitisation in the EU. The way forward

Securitisation is the transformation of package loans into the so-called securities, that can be traded in financial markets or be kept to be used as collateral. They have an important role in risk-management, and on freeing resources to increase liquidity and lending capacity of banks, as bank financing represents nearly 80% of total funding in the EU.

Global regulators, especially in the EU, responded to the Great financial crisis with tighter requirements to prevent risks to financial stability. Earlier this year, the statement of the Eurogroup on the future of the Capital Markets Union has invited the European Commission to assess all the supply and demand factors impeding the development of the securitisation market in the EU.

In this context, the EESC is organising this public hearing to discuss strengths and weaknesses of the current regulation, as well as risks related to securitisation and possible policy solutions. The invitees will include representatives of public institutions and private sector stakeholders. The conclusions of this debate will contribute to the own-initiative opinion of the EESC on the topic, aimed at feeding the work of the European Commission and that of the co-legislators in a possible future reform.
