Final evaluation of the Consumer Programme (2014-2020)

Background

The general objective of the 2014-2020 Consumer Programme was to ensure a high level of consumer protection, to empower consumers and to place the consumer at the heart of the internal market, within the framework of an overall EU strategy for smart, sustainable and inclusive growth. To achieve this, the Consumer Programme aimed at improving product safety through effective market surveillance and at safeguarding consumer interests by enhancing their rights and means of redress. The focus was also given on promoting consumer education as well as the right to information, which enables consumers to make informed choices thereby encouraging resource-efficient growth.

Since the consumer policy affects a variety of economic activities, the Consumer Programme supports integration of consumer interests into all other relevant policy areas and complements national policies of the EU countries.

The purpose of the evaluation is to review the achievement of some of its objectives by the assessment of the implementation of the related projects through the application of the 3 main criteria: effectiveness, relevance and inclusion of civil society and its added value.
